Which Countries Have No Rivers?
The strongest documented examples of countries with no permanent natural rivers are Saudi Arabia, Qatar, Kuwait, Bahrain, the United Arab Emirates, Libya, Djibouti, Malta, Maldives, Bahamas, Kiribati, Marshall Islands, Nauru and Tuvalu. Why Do Lists Give Different Numbers?

These cases are more useful than an arbitrary final number because they show why a country-by-country check is necessary.
1. Saudi Arabia

Saudi Arabia is the clearest large-scale example of a country without permanent rivers. FAO describes the country as having many large valleys but no permanent rivers or streams. Rainfall is sparse and irregular across most of Saudi Arabia, while high temperatures and evaporation make sustained surface flow difficult to maintain. That does not mean the landscape is devoid of drainage. Saudi Arabia contains an extensive network of wadis. During intense storms, some can fill rapidly and produce destructive flash floods. Between rainfall events, however, they usually return to dry channels. Groundwater has historically supplied much of Saudi Arabia’s freshwater needs, while desalination has become a critical component of modern urban water supply. 2. Qatar

Qatar has no permanent natural river. The small peninsula is extremely arid, with limited rainfall, high evaporation and little topographic relief capable of organizing runoff into sustained river systems. FAO’s water-resource profile emphasizes groundwater and unconventional supplies rather than river resources. Rain can still create temporary surface runoff, particularly during unusually heavy storms, so “no rivers” should not be taken to mean that water never moves naturally across the land. Modern Qatar relies heavily on desalination alongside groundwater and treated water.
3. Kuwait

Kuwait is a particularly useful example of the difference between no permanent river and no surface runoff. Kuwait’s Environment Public Authority explicitly states that the country has no permanent rivers. It also notes that streams and runoff can persist for a few hours after rainfall before disappearing because of the dry climate and high evaporation. So the accurate statement is not that Kuwait never experiences flowing water. It is that the flow is too short-lived to form a perennial river. Desalination, groundwater and treated wastewater are the country’s main water sources.
4. Bahrain

Bahrain has no perennial streams. FAO records only a very small volume of surface runoff and explicitly notes the absence of perennial streams. The island country has historically received groundwater through the regional aquifer system extending from Saudi Arabia, while desalination has become increasingly important. Bahrain illustrates how a combination of small land area and an arid Gulf climate can prevent the development of permanent river networks.
5. United Arab Emirates

The United Arab Emirates has no permanent flowing river system, but it has many wadis. The UAE’s federal geographic and infrastructure material identifies scarcity of rainfall, high temperatures and the absence of a permanent flowing water source as central characteristics of the country’s water environment. Mountain wadis in the northern and eastern Emirates can carry impressive flows following heavy rain. Those episodes, however, are intermittent rather than year-round. This makes the UAE a genuine no-permanent-river country without making it a country devoid of natural drainage.
6. Libya

Libya has no perennial rivers. FAO describes its river system succinctly: surface water is limited to short seasonal rivers, and flash floods can follow intense rainstorms. The reason is obvious on a continental scale. Most of Libya lies within the Sahara, where rainfall is extremely scarce and irregular. Groundwater therefore has a much greater role in Libya than surface water. Large fossil groundwater reserves have supported settlements, agriculture and water-transfer infrastructure.
7. Djibouti

Djibouti also has no perennial rivers. FAO attributes this directly to the country’s arid to extremely arid climate and irregular rainfall. Surface runoff generally occurs for only a day or two after relatively heavy rainfall. Malta lacks permanent streams and rivers, even though its climate is far less extreme than those of Saudi Arabia or Libya. The Maldives has no rivers or streams. FAO descriptions of the archipelago repeatedly emphasize that its coral islands are flat, extremely small and highly porous. Even though the Maldives receives substantial tropical rainfall, there is simply too little land area and topographic relief for conventional river systems to develop. Freshwater lenses, rainwater harvesting and desalination therefore matter far more than surface drainage.
10. Bahamas

The Bahamas has no rivers. FAO states directly that the archipelago has no rivers and only a small number of freshwater ponds. Its freshwater is found largely in underground lenses. The islands’ geology explains why. Much of the Bahamas consists of highly permeable limestone, and the land is exceptionally flat. Rainwater readily infiltrates underground rather than forming persistent streams. An FAO forestry assessment similarly describes the Bahamian islands as generally flat and without rivers.
11. Kiribati

Kiribati has no rivers, lakes or conventional freshwater impoundments. FAO states this explicitly. Most of the country’s islands are coral atolls. They are narrow, low and highly permeable, leaving almost no opportunity for water to collect into sustained surface channels. Instead, communities rely heavily on rainfall and fragile groundwater lenses. These lenses can be threatened by drought, over-extraction, contamination and saltwater intrusion.
12. Marshall Islands

The Marshall Islands is another low-atoll country without rivers. Regional Pacific environmental research groups the Marshall Islands with Tuvalu, Nauru and Kiribati as island states that have no rivers and consequently face constrained freshwater supplies. Rainfall and shallow groundwater lenses provide much of the natural freshwater resource. Temporary ponding may occur after heavy rainfall, but that is very different from a permanent stream or river.
13. Nauru

Nauru has no freshwater streams. FAO states that the island has no freshwater streams or substantial freshwater bodies apart from one or two springs; its central lagoon and several smaller ponds are brackish. Nauru’s small area and permeable geology severely limit the development of surface drainage. Rainwater collection and groundwater therefore play much larger roles in freshwater supply than natural surface flow.
14. Tuvalu

Tuvalu has no rivers. Like Kiribati and the Marshall Islands, Tuvalu consists largely of very low coral islands and atolls. Regional environmental literature specifically includes Tuvalu among Pacific countries with no rivers. Its low relief means rainfall cannot organize itself into long drainage systems. Instead, freshwater is stored primarily as collected rainwater or within fragile groundwater lenses.
What About Vatican City?
Vatican City belongs in a different category from the 14 countries above. The sovereign state covers just 0.44 square kilometres and lies close to the right bank of the Tiber. The Vatican’s own geographic description makes clear that the state occupies Vatican Hill and adjacent territory rather than the river itself. There is therefore no river running through Vatican City’s sovereign territory. It can technically be added to a geopolitical list of countries without rivers, producing 15 cases, but doing so mixes two quite different questions:

How Do Countries Without Rivers Get Fresh Water?
Countries without rivers use very different combinations of water sources.
Desalination

Countries Commonly Called Riverless That We Excluded
Oman
Oman is often described as having no rivers because most of its drainage occurs through wadis. However, FAO identifies Wadi Dayqah as an approximately 30 km perennial flow. That makes Oman incompatible with this article’s strict definition.
Yemen
Yemen is dominated by seasonal wadis, but not every natural flow is temporary. Recent FAO work identifies year-round baseflow in Wadi Hajr. That means Yemen should not be described as unequivocally having no permanent natural surface watercourse.
Comoros
The “Comoros has no rivers” claim usually appears to generalize the geology of Grande Comore to the entire country. That is misleading. Other islands in the union, particularly Anjouan and Mohéli, have permanent streams. The sovereign state therefore does not qualify.
Tonga
Tonga is frequently included in riverless lists, but the situation varies by island. National information documents freshwater streams on ʻEua. A country-level statement that Tonga has no natural flowing water is therefore too broad.
Monaco
Monaco might look like an obvious no-river microstate, but official Monegasque material describes the Noix Valley as having constant flow. That is sufficient reason to leave Monaco off a strict verified list.
Where Are Countries Without Permanent Rivers Concentrated?
The 14 core countries fall into two especially clear geographical patterns. The first is the arid-country pattern. Saudi Arabia, Qatar, Kuwait, Bahrain, UAE, Libya and Djibouti lack perennial rivers primarily because rainfall is too limited or inconsistent to maintain them. The second is the small-island pattern. Maldives, Bahamas, Kiribati, Marshall Islands, Nauru and Tuvalu have little opportunity to develop river systems because their islands are small, flat, permeable or some combination of the three.
